  • Over-the-Rhine Community Housing, Cincinnati, OH, 2009. Updated strategic plan.
  • Mutual Housing Association of Baltimore, 2007. Strategic planning aimed at re-energizing membership, stabilizing finances and expanding development.
  • East Baltimore Development, Inc. (EBDI), Baltimore, MD, 2006-07. In partnership with Managance Consulting, completed first strategic plan for this five-year old CDC which has already cleared 1/3 of its 88 acre target area for redevelopment.
  • Dance Place, Washington, DC, 2006-07. In partnership with Managance Consulting, completed strategic plan for facility and program expansion.
  • NHS of Lackawanna County, Scranton, PA, 2005-06. Assessment of market opportunities for current and new business growth.
  • Interfaith Housing Alliance, Frederick, MD, 2004. Provided plan to guide territory expansion, asset management, name change resulting in several projects underway in southern PA counties, new name, and expanded property and asset management capacity.
  • Garwyn Oaks United Neighbors Association, Baltimore, MD, 2003. Planning addressed cost effective development in small territory resulting in expansion to adjoining neighborhood.
  • EDEN, Cleveland, OH, 2000. Plan addressed property management expansion.
  • MiraCit Development Corporation, Columbus, OH, 2000. Plan addressed expanding capacity to undertake new subdivision developments.
  • Interfaith Housing Delaware, Wilmington, DE, 1997. Planning addressed ten-year review of progress, asset management, and executive leadership.
     
    Mergers
  • Over-the Rhine Housing Network and RESTOCK, Cincinnati, OH, 2005-06. Assisted groups to merge into one housing development and management organization called Over-the-Rhine Community Housing. Major issues for both organizations were reaching critical mass of units to sustain the organization, and aspiring to become the neighborhood's premier property manager.   • Detroit NHS, Detroit, MI, 2005. Facilitated board/staff meeting to explore merger potential. Did not merge. Assets purchased by another nonprofit.
  • Lackawanna Neighbors and Scranton NHS, Scranton, PA, 2003. Assisted groups in exploring a merger. Both groups decided to continue as independent organizations and are thriving today, one with new executive leadership.
  • Four neighborhood based organizations in southwest Baltimore, MD, 2002. As a subcontractor to MANO, explored the potential for merger and collaboration. No merger, some collaboration, one folded.
  • Susquehanna Housing Initiatives and Tri-County Housing Development Corporation, Harrisburg, PA, 2001-02. Assisted groups to merge into Tri-County HDC. Merger stabilized operating support and created new executive leadership.
  • Lackawanna Housing Development Corporation and Scranton Neighbors, Scranton, PA, 1999. Assisted groups to merge into Lackawanna Neighbors resulting in expanded development, especially acquisition/rehab/resale, to the entire county.

  • Community Action Association of PA (CAAP), Harrisburg, 2009 Providing Executive Transition Management assistance.
  • Interfaith Housing Development Corp. of the Maryland Eastern Shore, Denton, MD, 2008-2009 Providing Executive Transition Management assistance.
  • NHS of Lackawanna, Scranton, PA, 2007-2008. Provided Executive Transition Management assistance including post-hire coaching.
  • Community Action Commission, Harrisburg, PA, 2008. Developed succession policy and emergency succession procedures.
     
    Financing and financial packaging
  • Coldstream-Homestead Montebello Community Corporation, Baltimore, MD, 2009. Providing financial packaging assistance with Strategic Management Consulting, LLC as part of a redevelopment plan for an urban renewal target area.
  • Atlanta Neighborhood Development Corporation (ANDP), Atlanta, GA, 2009. Provided assistance to ANDP and a consortium of six suburban counties and the Atlanta Regional Commission to apply for a HUD Neighborhood Stabilization Program (NSP) 2 award.
  • Community Ventures Corporation (CVC), Lexington, KY, 2006-09. Working with the Great Lakes NeighborWorks district, assisted CVC to structure and apply for New Markets Tax Credit allocations in affiliation with CBC Associates. Awarded a cumulative $107 million in 2007, 2008 and 2009 rounds.
  • Housing Opportunities Commission of Montgomery County, Kensington, MD, 2004. As a subcontractor to Urban Ventures, packaged two Low Income Housing Tax Credit (LIHTC) proposals that were awarded funding.

  • NeighborWorks® of America, Washington, DC, 2008. Assisted in creating a data dictionary to standardize definitions and formats of information collected from NeighborWorks® organizations.
  • Department of Community Services, Harford County, MD, 2007. Facilitated Affordable Housing Coalition's planning sessions.
  • The Abell Foundation, Baltimore, MD, 2006. Critique of Baltimore Inclusionary Housing proposed legislation.
  • Baltimore Homeless Services, Baltimore, MD, 2006. Research on homeless services system structures and funding sources throughout the country and related work being done by various Baltimore and Maryland agencies for Baltimore Health Department's 10 year plan to end homelessness.
  • Fuel Fund of Maryland, Baltimore, MD, 2006. Created a data management system.
  • Howard County Planning Department, Ellicott City, MD, 2004-2005. Studied County mobile home parks, recommended legislation for addressing potential displacement.
  • Citizens Planning & Housing Association, Baltimore, MD, 2003-04. Survey of best practices for using Section 8 to de-concentrate poverty and assessment of possibility for implementing locally.
  • Baltimore Community Foundation, Baltimore, MD, 2001-03. Researched the capacity of local CDCs and the funding they receive from various government and non-government sources to be used by the Foundation in determining how they should best position themselves to assist in increasing CDC production.

  • Comprehensive Housing Assistance, Inc, (CHAI), Baltimore, MD, 2007. Marketing study to plan expansion of housing development for elderly, special needs and moderate income familes in partnership with Lipman, Frizzell and Mitchell.
  • Frederick County Affordable Housing Council, Frederick, MD, 2005. In partnership with Lipman, Frizzell and Mitchell and Montgomery County Housing Opportunities Commission, produced study of Workforce Housing Needs including recommendations on inclusionary zoning implementation and a 25 item action plan for the Department of Housing and Community Development, subsequently approved by the County Commissioners.
  • Howard County Planning Department, Ellicott City, MD, 2005. Studied County mobile home parks, recommended legislation for addressing potential displacement.
  • Wayne County Housing Authority, Waymart, PA, 2004-05. Produced Affordable Housing Assessment identifying approaches for expanding affordable housing with focus on implementation of Act 137, a state program authorizing Pennsylvania counties to establish local housing trust funds.
  • Telamon Corporation of WV, Martinsburg, WV, 2001-02. Documented the need for affordable housing in four-county panhandle area of West Virginia and identified housing development opportunities.
  • Baltimore County Office of Community Conservation, Towson, MD, 1996 Produced "Assessing Apartment Complexes: Liberty Road Corridor", a study to provide early warning indicators of deteriorating apartment complexes in the Liberty Rd. Corridor.
     
    Coaching and technical assistance
  • NeighborWorks Columbus, Columbus, GA, 2010. Provided TA to develop a lease purchase program including a policies and procedures manual.
  • TDA, Laurinburg, NC, 2009. Provided and continue to provide CHDO TA for the Baltimore HUD Office to CHDOs throughout Maryland. Played a major role in implementing HUD's NSP TA including primary responsibility for NSP problem solving clinics, NSP Lease-Purchase Toolkit, webinars, assessments of NSP grantees, and direct TA and training to NSP grantees.
  • ICF Consulting, Fairfax, VA, 2006-08. Provided CHDO TA to five Community Development Housing Organizations (CHDOs) for Baltimore area participating jurisdictions (PJs) with Baltimore HUD Office.
  • Development Training Institute, Baltimore, MD, 1998-2003. Facilitated workshops for increasing homeownership production in Columbus, OH; provided TA to CDCs through the Indianapolis Neighborhood Housing Partnership; assisted with the development of a comprehensive homeownership program for the City of Marietta; OH; facilitated planning for CDC support system in Lorain County, OH.

Working with Baltimore County Office of Community Conservation and Abraham's Tent (a coalition of area churches), assisted in staffing plan for development of Sarah's Tent, Baltimore County's first day resource center for women and children experiencing homelessness
  • 400 Irving St, Scranton, PA, 1996-99. Managed development by five nonprofit housing organizations resulting in completed revitalization of the single family and double family units on the block and re-established a viable housing market.
  • Affordable Housing Initiative, Baltimore, MD, 2001-03. Managed team of personnel from Innovative Housing Institute and Harlem Park Revitalization Corporation in designing a court mandated housing mobility program.
  • Westside Affordable Rental Housing Collaborative, Cleveland, OH, 1999-2001. Facilitated a three-year planning and implementation process to develop affordable rental housing in seven Cleveland neighborhoods and in the greater Cleveland area; developed a collaborative of 23 nonprofit groups including community development corporations (CDCs), community based service centers, special needs housing providers and other housing related groups. Several hundred units have been produced or financed since the planning process.
     
    Neighborhood revitalization
  • Carbondale Community Development Corporation in partnership with Lackawanna Neighbors and Scranton NHS, Carbondale, PA, 2001-05. Facilitated a multi-year neighborhood revitalization process; established a branding strategy for Lackawanna Neighbors to acquire vacant properties and establish a niche market of buyers for their product.
  • Lackawanna Neighbors, Inc, Scranton, PA, 2000-04. Facilitated a neighborhood revitalization planning process including specific housing development and marketing efforts for the Historic Hill neighborhood; organized a collaboration of three hospitals, Scranton University, local nonprofit housing organizations, the city, and a neighborhood association. This five-year effort transformed a neighborhood from one where banks were giving away their foreclosed properties to one where properties are no longer affordable for the housing group to purchase and rehab.
  • Northern Neighborhoods, Baltimore MD, 2003-06 (as volunteer). Developed a business plan and a marketing plan for the Northeast Development Alliance which partnered with St Ambrose Housing Aid Center to create a successful HUD Asset Control Area program resulting in reduced foreclosures, and doubled sales prices; guaranteed that all FHA foreclosures were rehabbed and sold to homebuyers.
